As a homeowner in Texas, one thing we worry about is rising taxes on our homes. The increase in property taxes seems to be out of control. We can vote on items that would raise our property taxes, and when voted against, it seems that our property taxes still increase.

Every year, homeowners receive tax appraisals on their properties, which usually increase, as property appraisals increase, so do our taxes. It seems like an endless vicious cycle.  Unfortunately for some, high property taxes are pricing them out of the homes they have lived in for decades.

How Texas SB 4 Helps Homeowners

A win for property owners finally occurred in the Texas Legislature. A bill was passed in the Texas House and Senate, and went to the Governor's desk for his signature.

On June 16, 2025, Governor Abbott signed Senate Bill 4 into law.  What this bill means for property owners is that the homestead exemption for residential property owners increases to $140,000, for homeowners over 65 or those with disabilities, it would provide an exemption of $150,000.

Why SJR 2 Matters in November

This law was effective immediately after Governor Abbott signed it into law.  However, under Article 1, SJR 2 still requires voter approval.

SJR 2 is a proposed amendment to the Texas Constitution.  This amendment would increase the school-district homestead exemption for property taxes on residential property from $100,000 to $140,000.

Texas voters can cast their vote in the upcoming fall election, which will occur on November 4, 2025.  If passed, it will take effect in the 2025 tax year.

Impact of Increased Homestead Exemptions on Texas School Districts

If the $40,000 increase in exemptions for residential property occurs, one of the concerns is that the school districts would suffer even further with a lack of funds.  But the passage of SB 4 states that state funding will cover the difference, and school districts will be taken care of by the state.
